EMF SME funding focus

Each enterprise can receive up to 800,000 yuan in subsidy

SME Marketing Fund Objectives
The “SME Export Marketing Fund” (EMF) established by the Trade and Industry Department is designed for SMEs to explore overseas markets (outside Hong Kong) and provide subsidies to promote their products to other regions. The funding projects include websites, online stores, Online advertising, exhibitions, etc.
Eligibility for SME Marketing Fund
All enterprises registered in Hong Kong in accordance with the Business Registration Ordinance (Cap. 310) and meeting the definition of SMEs as prescribed by the government generally refer to manufacturing industries with less than 100 employees or service industries with less than 50 employees.
Required application documents
- Completed application form
- A copy of the valid business registration certificate of the applicant company
- Form1a or Form1c for an unlimited company, or NAR1 for a limited company
- A copy of the identity document representing the applicant business person
- Originals and copies of receipts for all expenses, and copies of relevant quotations, invoices and contracts
- Specified documents as required by individual circumstances
SME Marketing Fund Subsidy Mode
The maximum subsidy amount for each activity of the “SME Marketing Fund” is 50% of the expenditure, with a ceiling of $100,000
There is no limit to the number of applications for the “SME Marketing Fund”, but the total funding amount can only be up to a ceiling of 800,000 yuan.
The “SME Marketing Fund” is dedicated to subsidizing SMEs to explore overseas markets. Export activities generally funded by the Promotion Fund include:
- website
- Participate in overseas trade fairs
- Participate in local exhibitions focusing on overseas markets
- Publish advertisements for overseas markets / electronic platforms / media advertisements
- Build and improve online stores and mobile applications for overseas markets
The “SME Marketing Fund” does not accept deductions for publicity, daily operations, employee salaries, rent and general administrative expenses.

Documents required for SME Marketing Fund (EMF) application
As of 17 January 2020, the cumulative number of applications for the Marketing Fund since its launch in 2001:
- Completed application form
- Copy of valid business registration certificate (BR)
- i) Unlimited company: A certified copy or electronic extract copy of the application’s corporate information in the Business Register (i.e. Form 1(a) or Form 1(c) of the Business Registration Office), which must be issued within the last two years;
- ii) Limited company: Apply for the latest Companies Registry Annual Return of the company (Form NAR1)
- Copy of valid Hong Kong identity card or passport of the person who signed the application form on behalf of the applicant enterprise
- The original and a copy of the receipt for the payment of the expenses declared for the subsidy, as well as the copies of the relevant invoices, quotations and contracts, etc. must be exactly the same
- If the business registration of the applicant company indicates that there is a branch, a completed additional declaration form must be submitted
